毕晓琼女士（Ms. Jenny Bi Xiao Qiong）出生于中国江西。她曾在中国做过八年的护士。在1989年，她离开医院，从此开启经商生涯。2008年定居新加坡，在之前她曾在美国生活八年。经由新加坡经济发展局（EDB）的推荐，毕晓琼来到新加坡并在2011年创办“心佳馨妇女专科中心”（Sincere Medical Specialist Centre for Woman）。毕晓琼现任心佳馨医疗集团主席和心佳馨（厦门）医疗投资管理有限公司总裁。“管理妇女一生”，是她创建心佳馨倡导的健康理念。
毕晓琼致力于普及女性乳腺癌健康知识。她设立了乳腺健康专项基金，编写出版乳腺健康科普宣传材料，举办乳腺癌康复者座谈会，还支持参与中国癌症基金会举办的女性和乳癌健康的各项公益活动。在她的积极倡议下，基金会联合其他团体，一起开设农村大课堂和城市大课堂。她建立乳癌康复中心，免费提供场地，主持各项活动，丰富患者的文化生活。在乳腺癌意识月还组织粉红色集体登长城活动。她已在中国河北廊坊为乳腺癌患者设立了一个康复中心。

Jenny Bi is the founder of Sincere Medical Specialist Centre for Women. The Novena facility has six doctors offering services such as obstetrics and gynecology, aesthetics, a fertility programme, and health screening.
As a socially responsible corporate citizen, the Group engages in community education and works with social agencies to bring health screenings to the needy.
Jenny Bi also donates make-a-wish Foundation (Singapore) Ltd, breast cancer foundation.
